Leigh Hubbard PE, PMP, MS
Owner, President, and Principal Engineer
Leigh is a Professional Engineer (PE) licensed in Alaska and California, a Project Management Professional (PMP), and holds a Master of Science in Civil and Environmental Engineering. He is a proud member of the Navajo Nation and a veteran of the U.S. Army Infantry.
He began his studies at Dartmouth College but paused to serve in the U.S. Army Infantry during the First Gulf War. After completing his military service, he returned to college and earned a Bachelor of Arts in Earth Science and Anthropology in 1995. He then worked as a Hydrologist with the U.S. Geological Survey before completing his Master of Science in Civil and Environmental Engineering at the University of California, Berkeley, in 2002. He has also completed post-graduate coursework in Civil Engineering, Business, Project Management, and Chemistry.
Representative Engineering Experience
IHS Alaska Area SFC Director (2019–2022): Coordinated engineering planning, funding, design, and construction for over 200 Alaska Native communities.
Alaska Native Tribal Health Consortium (ANTHC) Design-Build Director (2016–2019): Supervised 80 engineering, construction, and technical professionals; managed a $5M administrative budget and a $42M design and construction portfolio.
Indian Health Service (IHS) Project Engineer (2002–2016): Managed 72 existing water, wastewater, distribution, and solid waste projects serving 10,500 homes ($62.7M portfolio). Developed and executed 73 new infrastructure projects serving 5,400 homes ($81M portfolio). Planned, designed, stamped, and supervised construction of 13 projects serving 2,250 homes ($3.1M portfolio).
IHS Contracting Officer Technical Representative (COTR, 2008–2013): Provided oversight and technical guidance for multiple Tribal infrastructure projects.
Leigh combines extensive technical expertise with leadership experience in Tribal infrastructure, project management, and engineering design-build delivery.
John Warren PE
Senior Design Engineer
John is a Professional Engineer (PE) licensed in Alaska with over 34 years of experience designing water and wastewater infrastructure for Tribal and commercial clients. He is a proud member of the Kenaitze Indian Tribe and an original shareholder of Cook Inlet Region, Inc. (CIRI).
He earned a Bachelor of Science in Civil Engineering from the University of Arkansas in 1988.
John is a recognized national leader in sanitation facility design. For the past 24 years, he has provided technical guidance and direction for engineering design and construction portfolios exceeding $120M annually. He has worked with industry-leading oil, service, and pipeline companies in planning, designing, and constructing advanced sanitation systems. He also holds a patent for an in-home sanitation system for remote communities and homes not served by piped water and sewer systems.
He is a contributing author to the American Society of Civil Engineers Cold Regions Utilities Monograph and has published multiple articles on water treatment, disinfection, and contaminant removal. He has also led presentations on climate change impacts on water treatment and public health, including work in Copenhagen, and authored training manuals on small water system operation and sanitation facility planning.
John has led design teams on hundreds of water and wastewater projects throughout his career (project list available upon request).

The Senior Project Engineer has extensive experience designing water and wastewater treatment facilities, water impoundment structures, modular water treatment plants, community sanitation infrastructure relocations, water distribution and sewer collection systems, water storage tanks, and road realignment projects. He also has over 20 years of professional experience in AutoCAD and Civil3D drafting and plan set creation.
The Senior Electrical Engineer has 30 years of experience designing remote water and wastewater treatment plants, public buildings, medical facilities, electrical power, lighting, and control systems. He also has nine years of experience with electrical system operations, energy conservation, and alternative energy design for use in remote locations. He has served as the design engineer of record on over 100 sanitation facilities, including water treatment plants, washeterias, lift stations, and pump houses.
The Lead Civil3D Design Drafter & Project Manager brings 22 years of experience in drafting and project management, including work on water and wastewater treatment facilities, community water distribution and sewer collection systems, street design, subdivisions, telecommunications compound layouts, and Digital Antenna Systems (DAS) projects
